  • According to the law, among other responsibilities, the TMO "shall be devoted to policy development and implementation related to agency telework programs" and is to "serve as an advisor for agency leadership, including the Chief Human Capital Officer" and is to be "a resource for managers and employees." Since the intent of the Act is to encourage the maximum use of telework by Federal employees, given the duties described in the law, it would be appropriate for the TMO to advise agency management and leadership about the feasibility of denying telework participation to employees in an office. Of course, situations will vary and the TMO will need to take into account all of the facts that went into such a decision as well as potential opportunities for a synergistic approach to telework given the circumstances.

  • Yes. OPM provides interactive, online telework training courses for both managers and employees, free of charge. Training for managers is also available through OPM’s Eastern and Western Management Development Centers.  Details on the Development Centers and course schedules can be found at OPM's Center for Leadership Development page.

  • Sometimes there may be instances in which both the employee and manager have made a good faith effort to make a telework arrangement work without success.  Both the teleworker and the supervisor should understand that if telework does not work out for an individual, it does not in any way reflect on that individual's ability to perform his/her job.  Your telework agreement should include a clause stating either the manager or the employee may terminate the telework agreement for operational or performance issues.  For more information about your agency’s policy for terminating telework agreements, please consult your agency telework policy or agency telework coordinator.

  • Each individual agency has its own policies and procedures that determine how its employees may apply for a telework arrangement.   In general, most employees submit their telework application to their immediate supervisor.  For additional information, please refer to your agency telework policy, contact your agency telework coordinator, or visit your agency HR Department.

  • Telework.gov does not save certificates in a course profile, and we are unable to access completion certificates from previous training sessions. To generate the module certificates, you would need to complete each module again and save the final certificate. To close out each module, you must click on the Menu button at the top of the screen to return to the module selection page. A check mark should appear next to each completed section on the module selection page once you have completed the respective section. We recommend checking this functionality with the “Course Review” module before attempting to complete the course again. We advise that employees save each certificate for their records as certificates cannot be accessed after exiting the course window. If you complete the entire training in one session, an overall course certificate will be generated, however this certificate will not be accessible once you exit the course. Additionally, unless your agency specifically requires that the overall certificate be submitted, the five section certificates can be submitted as proof of completion of the course.
